Raw HTML block

This entire section is a raw block — unmodelled HTML stored in the database and served dynamically, exactly as a legacy page would arrive from a Drupal export.

• It renders immediately
• It can be upgraded to typed blocks later
• The URL never changes when it is

Raw is not a fallback to static. It is still database-backed and still editable through the API.
